Canberra boaters deal with two lake systems. Access Canberra administers the Lakes Act waters (Lake Ginninderra, Lake Tuggeranong, Kingston Harbour, the Molonglo above Lake Burley Griffin, Gungahlin Pond, Yerrabi Pond and similar). Lake Burley Griffin is Commonwealth land administered by the National Capital Authority. The ACT Government does not run a boat licence or boat registration scheme of its own.

Who needs to register in ACT
Access Canberra currently says that to operate a boat on ACT lakes you need a boat licence and a registered boat unless the boat is exempt, and that both the licence and the registration must come from another Australian state or territory. Power boats on ACT lakes must be registered with an Australian state or territory, and you must comply with that registration’s conditions while in the ACT. Certain craft also need an Access Canberra authorisation. On Lake Burley Griffin, powered boats need an NCA permit (currently no fee on the NCA page); private recreational boats on the lake must use auxiliary electric motors, with petrol motors only in an emergency. Non-powered kayaks, canoes and sailing boats generally do not need an NCA permit. Googong Reservoir has its own Access Canberra notes — read that page rather than assuming Canberra-lake rules.
Display and identification
- Display the identification marks required by the state that issued the registration (often NSW for Canberra owners). The ACT does not publish a competing millimetre spec.
- Keep those marks readable on suburban lakes — pale hulls against pale concrete boat ramps still need contrast that satisfies the issuing state.
- An NCA permit is paperwork and operating conditions, not a substitute hull number. Do not letter “ACT” as if it were a state prefix unless an issuing jurisdiction actually allocated that mark.
- Electric-auxiliary boats on Lake Burley Griffin still carry the interstate registration characters if that is what the issuing state requires on the hull.

Placement on the hull
Follow the issuing state’s placement rules (for example Transport for NSW if that is who registered the boat). Then check NCA or Access Canberra permit conditions for any extra markings they ask to see in photos. Do not cover permit numbers or HIN plates with decorative vinyl.

PWC and jetski notes
A PWC is a powered boat. On ACT lakes it still needs whatever registration and licence another state requires, plus any Access Canberra authorisation for that craft type. Lake Burley Griffin’s electric-auxiliary / petrol-emergency rule and NCA permit process apply to powered craft — confirm with the NCA whether a PWC is even a permitted use before you letter it for that waterway.

Frequently asked questions
Which state should a Canberra owner register with?
The ACT does not issue boat rego. Many owners use NSW because of geography, but you must use a jurisdiction that will actually register your vessel and then obey that jurisdiction’s display rules on ACT lakes. Ask the state agency, not a vinyl shop.
Is an NCA boat permit the same as registration?
No. The NCA permit is permission to put a powered boat on Lake Burley Griffin under the lakes ordinance. Registration is the interstate (or other territory) identification of the vessel. You may need both.
