Victorian recreational vessels are registered through VicRoads as an agent for Safe Transport Victoria. The Marine Safety Act framework is statewide, but bays, rivers and inland lakes still sit under the same registration duty if the vessel uses — or can use — an engine for propulsion in Victorian waters.

Who needs to register in VIC
VicRoads currently states that a vessel, including a boat or PWC, that uses or is capable of using an engine for propulsion in Victorian waters must be registered and seaworthy. Registration is renewed every 12 months. Applications go to VicRoads (post or a booked customer service appointment), not to a sticker supplier. Fees are typically based on length — check the current VicRoads fee table.
Display and identification
- Safe Transport Victoria / Maritime Safety Victoria publish vessel identification and registration-mark requirements separately from the “how to lodge” page.
- Read the current handbook or identification page for character size, colour, contrast and where marks must sit. Do not treat a screenshot from a Facebook group as the legal spec.
- Port Phillip, Western Port and the Gippsland Lakes see a lot of pale gelcoat and a lot of dark wraps — pick vinyl that stays readable against the actual panel, then confirm that combination is allowed.
- Keep registration marks clear of ski pylons, bow rails and fender lines so they stay visible when the boat is alongside.

Placement on the hull
Victorian owners usually letter both sides of the hull so water police and other skippers can read the number underway. Pontoon boats, tinnies and cabin cruisers all have different “clean” panels — measure twice. Exact mandatory positions are on the official identification rules.
For application technique — cleaning, hinge method, squeegee — use the vinyl install guide. A legally sized number that is applied over wax or salt will still fail in the water.
PWC and jetski notes
PWCs that can be engine-propelled on Victorian waters are registered as vessels. Riders also need the correct marine licence endorsement. The registration characters still have to meet the published identification rules; a smaller hull is not a reason to invent a smaller illegal size. Vinyl from Stickafix

Frequently asked questions
Is a Victorian registration the same as a marine licence?
No. Vessel registration identifies the boat. A marine licence (with a PWC endorsement if you ride a jetski) identifies the operator. You can need both.
Can I use the boat on the Murray if it is registered in Victoria?
The Murray and border waters can involve more than one regulator. Check Safe Transport Victoria and the New South Wales rules for the stretch you actually use before you assume one set of numbers is enough.
